准入前国民待遇 Pre-establishment national treatment
Pre-establishment national treatment refers allowing the investments and investors of one country into the territory of another country on terms no less favorable than those that apply to domestic investors or investors from third countries at all stages of investment.
准入前国民待遇系指准许一国的投资和投资者在投资的各个阶段均按照不低于国内投资者或其他第三国投资者的条件对另一国进行投资。
Many countries have adopted a foreign investment administration approach which combines “pre-establishment national treatment” with the “negative list.”
