One of China’s most famous film directors is facing a government investigation and an online controversy following reports he has violated the mainland’s strict family planning policies by having seven children with different wives.
中国最著名的一位电影导演正面临政府的调查，并在网络上引发争论。之前有报道称，他违反了中国严格的计划生育政策，与不同妻子共育有7名子女。
The website of People’s Daily, mouthpiece of the Chinese Communist party, said local government officials in eastern China were investigating reports that Zhang Yimou “has at least seven children”, some of them out of wedlock, in violation of a policy which is applied strictly to ordinary Chinese but frequently flouted by celebrities.
中共机关报《人民日报》(People’s Daily)的网站称，中国东部的地方官员正在调查相关报道。这些报道称，张艺谋“至少有7个孩子”，其中一些是非婚生子女，违反了计划生育政策。计划生育政策对中国普通百姓严格执行，但名人常常对此置若罔闻。
Mr Zhang, who scripted the extravagant 2008 Beijing Olympics opening and closing ceremonies and is famous abroad for the sumptuous film Raise the Red Lantern, could face a fine of up to Rmb160m ($26.1m), the paper said.
张艺谋导演了盛大的2008年北京奥运会开闭幕式，并因为制作精良的电影《大红灯笼高高挂》驰名海外。《人民日报》称，他可能被罚款1.6亿元人民币（合2610万美元）。
The reports sparked a debate on Chinese social media, where the topic attracted at least 7m posts on Sina Weibo, the Chinese equivalent of Twitter. The ability of rich or well-connected Chinese to ignore laws that restrict births for everyone else has provoked controversy online in recent years, as ordinary Chinese continue to face forced sterilisations or abortions to enforce the so-called “one-child policy”. The policy also strictly controls children born out of wedlock or after remarriage.
报道在中国社交媒体引发激辩，类似Twitter的中国微博平台新浪微博(Sina Weibo)上至少有700万篇关于此话题的微博。在中国普通百姓仍需服从所谓“独生子女政策”，为此面对强制的节育或人流堕胎之际，中国富人和有后台人士对计生法律的无视近年在网上引发争议。计生政策还对非婚生子女和再婚婚生子女严加管控。
The controversy comes at a time when privilege is a touchy subject in China. Beijing is so concerned about public anger at conspicuous displays of wealth by officials that it has launched its strictest austerity campaign in years.

Social media have also focused recently on several cases where influential or government-connected Chinese are accused of escaping criminal prosecution because of their connections. Chinese netizens have even turned to the White House online petition system to seek redress in the 20-year old poisoning case of a Chinese student whose roommate, a suspect in the case, is the granddaughter of a former top government official.

Selective application of the family planning laws – which are known as the “one child policy”, but have many exceptions allowing two births – is another very touchy subject online. Many rich Chinese circumvent the law by giving birth in Hong Kong but a recent case involving a couple who gave birth to octuplets by in-vitro sterilisation sparked renewed debate over the ability of the rich to escape legal restrictions.

“China’s family planning policy is just a trifle to the rich and celebrities,” said one angry post on Sina Weibo today.

China’s state council has highlighted the risks of selective application of the policy. However, it was not clear yesterday what punishment or fine Mr Zhang might face, since it was not immediately known whether his children were born in China or overseas.
中国国务院曾指出选择性执行计划生育政策的风险。然而，昨日尚不清楚张艺谋可能面临何种处罚，因为对于他的孩子出生于中国还是境外，还有待查证。
If born on the mainland, as many as six could be illegal, even though they come from different marriages, says He Yafu, an expert on China’s family planning policy.
中国计划生育政策专家何亚福表示，如果张艺谋的孩子出生于中国大陆，那么只要达到6名可能就违法了，即便孩子来自不同的婚姻。
“If one remarries and custody of a previous child is given to the ex-spouse, then the other spouse is allowed to have another child in the new family, but only one. But in Zhang’s case, he also has children born out of wedlock,” he says. Children born before marriage also violate the policy.
何亚福表示：“如果一个人再婚，前段婚姻中孩子的监护权被判给前配偶，那么这个人可以与新的配偶再生育一个孩子，但只能再生一个。不过张艺谋还有非婚生子女。”婚前所生子女也是违反计划生育政策的。
